When I was a community college instructor, another instructor and I came up with the idea (which we were not able to sell), not that there be a mentoring program for adults seeking their GEDs (because it would require too much instructor time and resources) but rather a motivational coach to periodically check in with the students to encourage them to complete the process. We analogized it to the coach standing on the side of the track as a track athlete runs around the track.
Even Tiger Woods constantly has his coach nearby. Perhaps not exactly the same thing as a mentor, but it is at least effort to perform some of the same functions.
